Look for an arrow whose way out is clear. Removing it can open a route for another piece. Choose a layout, work out the order and clear the whole board.
Arrow Slide Puzzle reveals a picture after the arrows leave. Arrow Dash Escape and Arrows & Snakes offer zoom for dense layouts. The arrows move in their indicated direction; these are exit-order puzzles rather than tile-rotation games.
